Slow Roof?

I recently bought a '95 80 1995 2.6 V6 with a faulty roof. The previous owner said that he had tried everything and the roof just never worked. Clearly he didnt try everything because we put a new relay in and it works... just barely.

When I press the button to retract the roof, the windows go down and it starts to retract, then the rear window part goes up and the compartment for the whole thing goes up 1 inch and stops. I can still finish it off manually, but I would be happier if there was a (cheap) fix.

Note: Fluid is ok and relay is NEW. Do I need a new pump?

Check wiring harness in either side of trunk hinges for breaks.
